  9.     A small army of Americans is rushing to help the Russian
  10. economy. Some are samaritans; some are charlatans. Many are
  11. looking to make a quick buck; others are searching for
  12. adventure. There are even two people named Dr. Jeffrey Sachs.
  13. Harvard's Jeffrey D. Sachs, 37, is better known. But there is
  14. also Jeffrey A. Sachs, 38, a dentist who was once a
  15. social-policy adviser to New York Governors Hugh Carey and Mario
  16. Cuomo. Jeffrey A. runs Ecolink, a New York City-based project
  17. that is trying to show the Russians how to use public finance
  18. to build an AIDS hospital in Moscow and grain-storage
  19. facilities.

  21.     The presence of Jeffrey A. and Jeffrey D. on the same turf
  22. causes both confuand irritation. The Boston Globe in June
  23. published an op-ed piece by Jeffrey A. that Jeffrey D.'s
  24. Cambridge colleagues thought he had written. The paper lathad
  25. to print a clarification. Officials at the Institute of USA and
  26. Canada Studies in Moscow have taken to calling them Jeffrey I
  27. and Jeffrey II.

  29.     The two have diametrically opposed views of how to cure
  30. the Russian econoWhile the economist draws on his experience in
  31. Bolivia and Poland to urge radical reforms, the dentist draws on
  32. his work on New York City welfare programs to say the Russians
  33. must go slow.

  35.     New York's Jeffrey is bemused by the nominal confusion,
  36. saying it's "an annoyance more than a real problem." Harvard's
  37. Jeffrey, though, is not laughing. He says this has become a
  38. sideshow that distracts from serious matters at hand.
